President Rodrigo Duterte has told the United States and the European Union to "go ahead" and withdraw financial aid to the Philippines if they're unhappy with his bloody anti-drug war. 
"Go away, bring your money to somewhere else. We will survive as a nation," Duterte said in a speech to police officers on Thursday in the southern city of Butuan. 
President Rodrigo Duterte of the Philippines threatened on Thursday to expel the ambassadors representing the European Union, suggesting that he would give them 24 hours to leave his country.
Duterte’s remark was made in response to mounting US and EU criticism of his war on drugs, which has led to over 3,600 deaths at the hands of police, drug gangs, and vigilantes, according to the latest figures from the Philippine National Police (PNP). Certain politicians, such as US Senator Patrick Leahy, suggested cutting off aid to the Philippines in September, but Duterte maintains that foreigners simply do not understand the scale of the drug problem in his country.
“You think that we are a bunch of morons here,” Mr. Duterte said in an expletive-laden speech at the presidential palace. “Because we can have the diplomatic channel cut tomorrow. You leave my country in 24 hours. All. All of you.
”His remarks appeared to be a reaction to recent criticism of the country’s war on drugs, in which thousands of people have been killed by the police.
 Senator Ben Cardin said what Duterte is advocating and endorsing "amounts to mass murder". 
Senator Patrick Leahy said: "No amount of killing will result in reforms that improve the judiciary, end corruption and impunity in law enforcement, or rehabilitate those caught in the vicious cycle of addiction."
A director of Human Rights Watch suggested that the Philippines should be removed from the United Nations’ top human rights body. A group including European lawmakers issued a statement after a visit to the country last week suggesting that the European Union might tighten its terms of trade with the Philippines for human rights reasons.
The European Union said in a statement issued by its delegation in Manila that the lawmakers’ visit had been a private trip organized by the Progressive Alliance — a group that is critical of the Duterte government — not an official mission.
According to US data, the Philippines is expected to receive a total of $188m in 2017. In 2015, the country received $236m in US aid. 
In an interview with Al Jazeera, Phelim Kine of Human Rights Watch warned that foreign aid to the Philippines could go into funding "mass unlawful violence" by authorities. 
"I'll play with you. I'm very sure they cannot be brighter than me. I will ask five questions that will humiliate you," Duterte said. "Watch out for that, it will be a spectacle."
“I do not expect the human rights [groups], I do not expect Obama, I do not expect the EU to understand me,” said Duterte in a speech on Thursday. “Do not understand me. And if you think it’s high time for you guys to withdraw your assistance, go ahead. We will not beg for it.”
But in defending his police on Thursday, Duterte said foreign governments "will never understand the pain that we are suffering.
"These fools think (they can do anything) because the Philippines is a small nation," he said. "Maybe God gave you the money but we have the brains."
"We have a problem here trying to preserve our society," the president, nicknamed "The Punisher", said.
